[Jay is supposed to update it quarterly.] If the webs is broken for two consecutive quarters, the blog automatically becomes a periodical. With 8-10 subscribers, we would be a major player in print journalism in the United States.
Also, one can always simply submit one's comments via 3x5 notecard or post-it directly to the Library of Congress, thus avoiding direct contact with Jay.
